Utility-Scale Solar PV: Project Clark

Located two hours north of Manila, the 22.326 MWp solar plant within the Clark Freeport Zone, Pampanga, Luzon, began site-preparation and construction in September 2015. This plant is located within the former Clark Air Base, redeveloped by Clark Development Company (CDC) to become one of Philippines’ leading economic zones.

The project is jointly owned by Sindicatum, Armstrong Asset Management and Mabalacat Solar Philippines Inc. and is generating approximately 32,000MWh/year of clean electricity. Project Clark has now been successfully constructed and commissioned, and has been operating since March 12, 2016. It has also undergone all required inspections and has submitted all required documentation so as to qualify for the Philippine solar Feed-in-Tariff (FIT) regime.

The plant was formally inaugurated on March 11, 2016 with guests of honor, Bases Conversion Development Authority (BCDA) President Arnel Casanova and CDC President Arthur Tugade.

The power generated will be exported to the National Grid Corporation of the Philippines (NGCP) through Clark Electric Distribution Corporation.  The electricity delivered to the grid will mainly supply the locators within the Clark Freeport Zone, and help CDC and its parent, BCDA meet their objectives of: 

  1. Improving the reliability of power supply to one of the premier economic development zones in the country;
  2. Reducing greenhouse gas emissions by supplying clean, green peaking hour power;
  3. Supporting the development of the new Clark Green City; and
  4. Benefitting the surrounding communities;
