The EU-ETS: Fix it or Shut it Down, Please

According to Bloomberg (3 April 2012), “EU carbon allowances for December fell as much as 4.6 percent to a record [low of] 6.05 Euros a metric ton on the ICE Futures Europe exchange in London after preliminary data released yesterday [2 April] showed emissions from factories and utilities in the region dropped 2.4 percent last year.
